PRO 11 AT A GLANCE


       On June 1, 1978, the former IV PC ZONE stationed at Camp Parang in Maguindanao was divided into four (4) commands, which led to the creation of the Philippine Constabulary/Integrated National Police Regional Command XI pursuant to General Orders Number 126, HPC/INP dated 01 June 1978 with its assigned areas of responsibility covering the areas of Davao del Norte, Davao del Sur, Davao Oriental, Surigao del Sur, South Cotabato, Davao City and General Santos City.

       Before its creation, the Aboitiz family donated a six-hectare compound in Sitio Catitipan, Barangay Communal, Buhangin District, Davao City, where the construction of the first four (4) buildings for the regional headquarters started.

       The initial construction of buildings and infrastructure inside the camp in 1976 was under the supervision of BGEN HERMINIO N AHORRO, who was then the Commander of Task Force “Pagkakaisa,” stationed at the Davao City International Airport in Barangay Sasa.

       Initially, there were only four (4) buildings of the Command - The Regional Headquarters building, which houses the Command Group and the General Staff today, the Headquarters Service Company building, the Enlisted Personnel Barracks and the Headquarters Mess Hall. In 1979, thirteen (13) more buildings were constructed including the seven (7) barracks of the former 56th PC Battalion. Most of these buildings were constructed by the Engineering Brigade of the Philippine Army, with the use of prefabricated steel materials. Years later, twenty-nine (29) additional buildings were constructed including two (2) guard houses at the main gate, a basketball court, two (2) tennis courts and two (2) condominium buildings for Police Commissioned Officers and Police Non-Commissioned Officers assigned in the Regional Police Headquarters.  Today, the camp has a Cooperative building, Ammo Dump, Day Care Minding Center, Children’s Park and Memorial Monument, RD’s Security Quarters and Firing Range.

       Today, the Philippine National Police, Police Regional Office (PRO) 11, formerly known as PC/INP Regional Command XI, is manned by 5,582 strong police force and Non-Uniformed Personnel (NUPs) equipped with communication and office equipment, mobility and firepower capability. It is composed of 391 Police Commissioned Officers (PCOs), 4,408 Police Non-Commissioned Officers (PNCOs) and 121 Non-Uniformed Personnel distributed in the different police offices/ units region-wide.

            PRO 11 is headed by ATTY PEDRO U TANGO, CEO VI, Regional Director, assisted by two deputies, PSSUPT JOSE JORGE E CORPUZ, CEO VI, Deputy Regional Director for Administration and PSSUPT FEDERICO L DULAY, CEO VI, Deputy Regional Director for Operations.  There is the Regional Chief of the Directorial Staff, PSSUPT NESTOR F QUINSAY, JR, CEO VI, who assists the Regional Director in handling respective functional areas, such as the Regional Personnel and Human Resource Development Division (RPHRDD/R1) under PSSUPT RESTITO P GATERA; the Regional Intelligence Division (RID/R2) under PSUPT FILMORE B ESCOBAL; the Regional Operations and Plans Division (ROPD/R3) under PSUPT MICHAEL JOHN F DUBRIA, CSEE; the Regional Logistics Division (RLRDD/R4) under PSUPT VICENTE D DANAO, JR.; the Regional Police Community Relations Division (RPCRD/R5) under PSUPT RONALDO L LLANERA; the Regional Comptrollership Division (RCD/R6) under PSSUPT ALLAN T CUEVILLAS; and the Regional Investigation and Detective Management Division (RIDMD/R7) under PSUPT JOSEPH B SEPULCHRE.

            There is also the Headquarters Support Group, headed by PSUPT JUDY B DAO-AY, that supports the administrative requirements of the Regional Headquarters, while the 11th Regional Public Safety Battalion (11TH RPSB), headed by PSUPT FLORENCIO T ORTILLA, serves as the striking force of the PRO. On the other hand, supporting Police Regional Office 11 in its peacekeeping functions and community-oriented services are the National Support Units (NSUs) based in the Regional Headquarters and in Davao City.  We have the Regional Engineering Service, the Regional Health Service (RHS) 11, the Regional Legal Service (RLS) 11, the Regional Internal Affairs Service (RIAS) 11, the Regional Communications and Electronics Office (RCEO) 11, the Criminal Investigation and Detection Unit (CIDU) 11, the Regional Crime Laboratory Office (RCLO) 11, the Regional Aviation Security Group (RASG) 11, the Regional Maritime Office (RMO) 11, and the Regional Highway Patrol Unit (RHPU) 11.
