PERSONNEL (RPHRDD)

Overview

      The Regional Personnel and Human Resource Development Division (RPHRDD) is composed of eight (8) Sections namely: Recruitment and Selection Section (RSC), Morale & Welfare Section (MWS Discipline & Order Section (DLOS), Retirement, Separation, Hospitalization Benefits Claims Section (RSHBCS) Plans & Policies Section (PPS), Personnel Holding & Accounting Section (PHAUS), Publication & Records Management Section (PRMS) and Human Resource Doctrine Development Section (HRDDS) manned by a total of 54 personnel (4 PCOs, 27 and 23 NUPs). So as to attain the goal pertaining to management of PNP uniformed and non-uniformed personnel as individual, manpower procurement and control, personnel records and reports, discipline, law order, morale, personnel services and personnel procedures, the internal organization of headquarters and its administrative functions and miscellaneous functions assigned and/or directed by the Regional Director, PRO 11 to accomplish its mission.


Our Mission
 
       The mission to assist the Regional Director, PRO 11 in the exercise of the command pertaining to management of PNP uniformed and non-uniformed personnel as individuals, manpower procurement and control, personnel records and reports, discipline, law and order, administration of prisoners of war, morale, personnel services and personnel procedures, the internal organization of the Headquarters and its administrative functions, and miscellaneous functions assigned by the Regional Director PRO 11 to accomplish this mission.

Our Functions
 
  1. Advise the Regional Director, PRO 11 on matters pertaining to personnel and records management;
  2. Study and provide information pertaining to personnel activities of PRO 11;
  3. Furnish estimate, advice and analysis to the Regional Director PRO 11 on personnel matters;
  4. Translate decisions into directives concerning personnel information and movement or deployment of  elements of PRO 11;
  5. Prepare personnel plans and projections;
  6.  Recommend changes in plans, policies and order to ensure the efficient procurement and employment of the human resources of PRO 11;
  7. Administer and manage pertinent records of uniformed and non-uniformed personnel of PRO 11;
  8. Prepare the budget for PNP and act as Program Director for Personnel Services (01) Funds of the Regional Police Office 11;  and
  9. Perform other functions as the Regional Director, PRO 11 may direct.
Personnel Information

      
For the period, PRO 11 has a total strength of five thousand seven hundred thirten (5,713) uniformed personnel and one hundred twenty (120) non-uniformed personnel that handles the organization in the successful accomplishment of its mandated tasks and mission.  It has given its remarkable contributions in dealing with the morale and welfare of its personnel keeping in high spirits performing administrative and operational undertakings in the maintenance of peace and order situation in its area of jurisdiction facing threats on criminality, insurgency and terrorism.
