INVESTIGATION (RIDMD)


OVERVIEW

 

Under General Order Number DPL 06-11, the Regional Intelligence and Investigation Division (RIID) under the Police Regional Office was separated into two Divisions, namely: The Regional Intelligence Division (RID); and the Regional Investigation and Detective Management Division (RIDMD).

 

The Regional Investigation and Detective Management Division (RIDMD) shall be headed by a PCO with the rank of Police Senior Superintendent and shall be composed of four (4) sections, namely: 1) Investigation Section; 2) Detective Management Section; 3) Criminal Record Management and Evidence Section; 4) Pre-Charge Investigation Section.

FUNCTIONS OF C, RIDMD

  • Upgrade the efficiency in the implementation of investigation policies, guidelines and directives;
  • Monitor and ensure that the investigation of crimes and other offenses terminates with the arrest and successful prosecution of the suspects;
  • Evaluate crime statistics to enhance successful investigation of crime; andConduct studies, researches and formulate policies and plans to enhance the investigation efficiency of the PNP.



INVESTIGATION SECTION


  • Shall maintain and supervise the following desk:
    • Crimes Against Person Desk;
    • Crimes Against Property Desk;
    • Fraud, Economic & Cyber Crimes Desk;
    • Women and Children Concerned Desk; and
    • General Investigation Desk.

            The Crimes Against Persons Desk shall investigate and monitor the progress of cases involving crimes against persons defined under Revised Penal Code and other related penal laws.


            The Crimes Against Property Desk shall investigate and monitor the progress of cases involving crimes against property defined under Revised Penal Code and other related penal laws.


            The Fraud, Economic & Cyber Crimes Desk shall investigate and monitor the progress of cases involving crimes against public interest definded under the Revised Penal Code as well as crimes defined under R.A. No. 8792 (E-Commerce Act), R.A. No. 8484 (Access Devices Regulation Act), and other related penal laws.


            The Crimes Women & Children’s Concerns Desk shall investigate and monitor the progress of cases involving crimes against chastity and crimes against the civil status of persons defined under the Revised Penal Code as well as crimes define under R.A. No. 7610 (Child Abuse Act), R.A. 7877(Anti Harassment Act), R.A. 9208 (Anti Trafficking Act), R.A. No. 9262 (Anti Violence Against Women and Their Children Act), and other related penal laws.

            The General Investigation Desk shall investigate and monitor the progress of cases involving crimes defined under special penal laws as well as crimes defined under local penal ordinances and other crimes defined under the Revised Penal Code not falling in the area of concern of any other desk.



DETECTIVE MANAGEMENT SECTION

  • Shall handle special investigation concerns and monitoring of status of cases filed and maintain case records.
  • Conduct training and provide technical support for evidence procurement and data gathering.
  • Shall also be established for the detective lists.


CRIMINAL RECORDS MANAGEMENT AND EVIDENCE SECTION

  • Collate and consolidate crime statistics per given period, handling of statistics concerning Women and Children

  • Formulation of investigative programs and strategies and new formulas for effective crime solution and investigative management through Electronic-Database for Investigation and Detective Management (e-DIDM)
  • Shall be responsible in the processing and issuance of PNP clearance.


PRE-CHARGE INVESTIGATION SECTION

  • Shall attend to administrative and criminal cases of PNP personnel in their respective jurisdiction and implement the disciplinary authority of their respective Chiefs of Offices.
