INTELLIGENCE (RID)
The Regional Intelligence Division (RID) undertakes the police intelligence functions through the following program thrusts.
- Crime Prevention
- Effective Law Enforcement
- Counterintelligence Activities
- Support to Internal Security Operations
- Enhancement of overall Intelligence Efficiency and Capability
FUNCTIONS OF THE REGIONAL INTELLIGENCE DIVISION
- Prepares intelligence plans, policies and programs of PRO 11 and coordinates, controls, directs and supervises the implementation of such plans, policies and programs.
- Evaluates and integrates all intelligence projects of PRO 11.
- Provides intelligence for use of RD, PRO 11 and disseminates same to all subordinate units and offices.
- Determine PRO 11 foreign intelligence objectives and prepares and implements plans for the attainment of such objectives.
- Serves as the initial point of contact with foreigners in the region dealings/transactions with RD, PRO11.
- Develops and maintains an integrated computerized intelligence system in support of PNP intelligence information requirements and provides electronic data processing services for the PNP Intelligence.
- Represents the RD, PRO 11 as directed on intelligence matters with government departments/agencies and with representatives of foreign governments.
- Provides general and special training on Police Intelligence in support of the requirements of the PNP and other government agencies.
- Performs such other functions as the RD may direct.
ORGANIZATIONAL STRUCTURE
The Regional intelligence Division (RID) is headed by a Chief with the rank of Senior Superintendent who is assisted by an assistant chief with the rank of Superintendent who also supervises the activities of the different sections.
DUTIES AND RESPONSIBILITIES OF THE CHIEF, RID
- Manages Region wide intelligence efforts by providing plans, policies, programs and staff supervision over all PNP intelligence units.
- Manages the collection, production and dissemination of domestic intelligence for the use of the Regional Director and other concerned members of the Directorial Staff.
- Provides overall direction and supervision to counterintelligence operations.
- Plans and supervises the intelligence and counterintelligence training of all PNP intelligence personnel.
- Executes other intelligence measures essential for the accomplishment of the PNP mission.
- Represents the RD in all activities and dealings with other agencies or foreign counterparts pertaining to or affecting intelligence matters.
DUTIES AND RESPONSIBILITIES OF THE ASSISTANT CHIEF, RID
- Acts on matters for and in the absence of the C, RID.
- Keeps the C, RID informed of all important activities of the Directorate as well as all other activities of the PRO 11 intelligence units.
- As “Coordinator of Operations”.
- Assists the C, RID in the planning, direction and supervision of project operations undertaken by the RID.
- Conducts inspections and visits safe houses to determine how effectively CI measures are employed.
- Directs, coordinates and supervises the work of the different divisions.
The Regional Intelligence Division (RID) has four major sections namely:
- Intelligence Operations Section (IOS)
- Intelligence Research Section (IRS)
- Counter-Intelligence and Security Section (CSS) and;
- Foreign Liaison Section (FLS)

INTELLIGENCE OPERATIONS SECTION (IOS)
Functions:
- Assists C, RID in the effective management of all PNP intelligence operational activities.
- Provides close supervision in the integration and coordination of PNP intelligence operations and support activities.
- Prepares intelligence operations plans and makes periodic assessments thereof.
- Prepares, determines and recommends the allocation of tasks to PNP Intel agencies.
- Initiates staff studies on intelligence matters to improve operational procedures, management and training.
- Represents the C, RID in operations coordinating agencies/bodies.
INTELLIGENCE RESEARCH SECTION (IRS)
Functions:
- Collates, evaluates, stores, interprets, retrieves, integrates and analyzes all available information of intelligence interest from overt and covert sources, especially those coming from PNP units.
- Produces and disseminates accurate, reliable and timely intelligence essential to the accomplishment of the PNP mission.
- Prepares intelligence estimates and summaries, peace and order assessments, intelligence briefings, periodic reports and other reports of intelligence interest.
- Conducts researches and prepares special studies, position papers and others of intelligence interest.
- Develops and implements Information System (IS).
COUNTER INTELLIGENCE AND SECURITY SECTION (CSS)
Functions:
- Formulates counterintelligence and Security plans, policies and directives.
- Coordinates counterintelligence operations and security activities of all PNP units.
- Provides planning and guidance for the collection and dissemination of counterintelligence information.
- Prepares and updates counterintelligence target lists for police and internal defense operations of the PNP.
- Initiates ofn counterintelligence and security activities and recommends measures to upgrade them.
- Provides training guidance on counterintelligence and security education for PNP personnel and units.
FOREIGN LIAISON SECTION (FLS)
Functions:
- Acts as the primary channel and point of contact with AFP, liaison office of other agencies and various foreign embassies.
- Coordinates closely with IOS and other Staff and other PNP offices on their respective foreign requirements.
- Prepares plans, policies and directives on matters pertaining to the foreigners.
- Coordinates matters pertaining to officials of foreign embassies, government organizations, visitors and guests.
