COMMUNITY RELATION (RPCR)


DPCR Mission

             To assist and advise the Chief, PNP in the planning, directing, coordinating, supervising, and controlling the PCR programs, projects and activities of the PNP.


 
Broad Objectives

             To restore public trust and confidence in the PNP; and
             To improve community participation and inter-agency coordination in support of police activities.

PCR Master plan

             The PCR Master Plan serves as a blueprint in forging a united front of community actions against crime.

FUNCTIONS:
 
  • Formulates strategies, policies and plans geared towards enhancing community affairs activities through;
  • Community Affairs and Development (CAD), Community Inter-Relations (CIR), and Community Organization and Mobilization (COM);
  • Develops plans and programs that will enhance the citizens active participation in the promotion of public;
  • safety, maintenance of peace and order and crime prevention, detection and solution and other police functions;
  • Monitors and assesses the implementation of CAD, CIR and COM by PNP PROs and Separate Units; and
  •  Assists other government agencies and NGOs.

  • “To conduct deliberate, synchronized and concerted effort to inform the public of the activities, programs and accomplishments of the PNP”;

PCR COMPONENTS

Police Information and Education

    1. Face-to face/interpersonal communication, PICE, troop information, seminars, dialogues/pulong-pulong, etc.;
 
    2. Print Media, Newsletters, handouts, pamphlets, primers, flyers, reference books, comic books, billboards, streamers,posters, murals, press statements/releases, feature stories, etc..

    3. Electronic Media, Radio and television sponsorship and/or interviews,television documentaries, audio-visual/film showing, internet website/webpage, blogs and/or e-mail, etc.

Police Community Affairs

    1.  Community assistance and development skills, development training, disaster preparedness, and relief operations, sports and socio-cultural development, livelihood/cooperative development, medical and dental outreach services, etc..
 
    2.  Community involvement,  Inter-agency networking and linkages, participation in sports, socio-cultural and religious events, support to community projects, complaint assistance and referrals,  etc..

    3.  Community organization and mobilization of non-government organizations, student, academe, urban poor, labor groups, businessmen, force multipliers, (tanods, security guards, anti-crime NGOs), etc.       

CAD FUNCTIONS
  • Formulates strategies, policies and plans geared towards enhancing community participation through Community Assistance & Development (CAD), Community Interrelations (CIR), & Community Organization & Mobilization (COM);
  • Develops plans and programs that will enhance the citizens active participation in the promotion of public safety, maintenance of peace and order and crime prevention, detection and solution and other police functions;
  • Monitors and assesses the implementation of CAD, CIR & COM plans by PNP PROs and Separate Units;
  • Assists other government agencies and NGOs in the pursuit of national economic growth and development; and
  • Performs other tasks and functions as DPCR may direct.
Community Intel-relations Section
  • Develops plans and programs that enhance networking with the community;
  • Assist other government agencies and NGOs in the fulfillment of  their activities ;
  • Monitors and assesses the implementation of CIR plans and programs by PROs and NSUs;
 

  • Develops plans and programs that will enhance community assistance and development;
  • Assist other government agencies and NGOs in the conduct of activities which bring about positive public perception towards the PNP;
  • Monitors and assesses the implementation of CAD plans and programs  by PNP PROs and separate Units.
Community Organization and mobilization

      Develops plans and programs that will enhance community participation in crime prevention through COM;
     Conceptualizes programs and doctrines geared towards citizen participation in the maintenance of peace and order promotion of public safety, crime prevention, deduction and solution and other police functions; and
     Monitors and assesses the implementation of COM plans and programs by PNP PROs and separate units.
